All active duty, veterans, and reservists are eligible for a waiver of non-resident tuition per TEC 54.241. Please see below for the requirements of each.

• For Veterans – please complete the Intent to Establish Residency Form and submit with a copy of the Certificate of Eligibility for VA benefits. A student does not have to use VA benefits to receive a waiver. SBS just needs proof that the student is eligible to receive benefits.
• For Dependents of Veterans – please complete the Intent to Establish Residency Form and submit with a copy of the Certificate of Eligibility for VA benefits. A student does not have to use VA benefits to receive a waiver. SBS just needs proof that veteran or dependent is eligible to receive benefits.
• For Active Duty – please submit a copy of the active-duty orders.
• For Dependents of Active Duty – please complete the Intent to Establish Residency Form and submit with a copy of the active-duty orders.
• For Reservists – please submit a copy of the reserve orders.

The Military in Texas Waiver is a waiver of non-resident tuition. It does not change a student’s residency status. The waiver will waive the non-resident tuition, and can be seen on the student bill as “Military in Texas”.

State Tuition Assistance is a program that pays up to a certain amount per semester hour for tuition and authorized fees. That amount is determined by the Texas National Guard. Please contact your Education Officer to find out about tuition assistance programs through your unit.

Military Personnel and Dependents Non-Resident Tuition Waiver

Current members of the Armed Forces, veterans, and their spouses and children who meet certain eligibility requirements may receive the Military Personnel and Dependents Non-Resident Tuition Waiver. This waiver exempts all non-resident tuition and is processed by Student Business Services. Additional information on this waiver and the associated eligibility requirements can be found on the Student Business Services (SBS) website under the section labeled Military Personnel and Dependents.

Yellow Ribbon Program

The Yellow Ribbon GI Education Enhancement Program is a provision of the Post-9/11 GI Bill®. This program allows institutions of higher learning to voluntarily enter into an agreement with VA to fund tuition expenses that exceed the in-state tuition and fee rates. The institution can contribute up to 50% of those expenses and VA will match the same amount as the institution. Texas A&M University participates in the Yellow Ribbon program. It is awarded on a first-come first-served basis. Active duty service members, spouses of active duty service members, and Fry Scholarship recipients are not eligible for this program. Texas Residency for Active Duty Service Members, Spouses and Children

Active duty service members, and their spouses and children, may be able to be deemed a Texas Resident by the Office of the Registrar. Please view the Residency Brochure for more information. Competitive Scholarship Non-Resident Tuition Waiver

The Military Transcript Credit Appeal should be completed by the student veteran based on recommendations of the departmental academic advisor and then forwarded for review to the Office of Admissions. For more detailed information please view the form or contact your academic advisor.

If you qualify for state or federal education benefits earned through military service and payment to the school is delayed, eligible Texas veterans and their families may be eligible for a 60 day deferment of tuition and fees to avoid late fees or being dropped. Please note that Chapter 33 and Hazlewood recipients that meet the priority deadline each semester will have their eligible tuition and fees protected prior to the billing due date.

The Texas Veterans Commission

The Texas Veterans Commission was created in 1927 as the State Service Office to assist veterans of the Indian wars, Spanish-American War and World War I. Its purpose has always been to act as the state appointed advocate of Texas veterans as they attempt to secure the benefits rightfully earned in exchange for their service in our nation's armed forces. The Texas Veterans Commission also establishes the rules for Hazlewood eligibility which State institutions are required to use when confirming Hazlewood recipient eligibility. The Texas Veterans Portal
